Main points of earlier stage work for China-Uzbekistan Gas Pipeline

  • 摘要: 总结了在乌兹别克斯坦开展天然气管道建设项目的前期工作要点:预可研与可研工作、申请总统令、获取路由权、协调国际标准与当地标准差异、调研当地可依托资源、确认技术方案可实施性、降低管道运行维护成本、准确获知当地经济评价参数等。对于国外工程,前期工作应满足属地国政府对工程建设的审批程序和特殊要求,保证技术经济方案在当地资源条件下的可实施性,在充分调研当地公用设施可利用性的基础上,提出工程配套系统技术方案,以保证工程建设内容完整及管道运维安全、经济的要求。

     

    Abstract: This paper summarizes the main points of earlier stage work in construction of the gas pipeline in Uzbekistan, including pre-feasibilitystudy and feasibility study, applying for the presidential order, obtaining right of way, coordination of the difference between internationalstandards and local standards, investigation on available local resources, determining the feasibility of implementation of technical schemes, reducing the operation and maintenance costs of pipeline operation, and obtaining correct evaluation parameters for local parameters. For foreign projects, the earlier stage work shall satisfy the approval procedures and special requirements of the government of the project country, so as to ensure the feasibility of implementation of technical and economical schemes in local resource conditions. Based on full investigation of local utility availability, it puts forward the technical schemes for project matching systems to ensure the requirements to be met in the completeness of project construction content and the safe and economic operation, and maintenance of pipeline.
