油气长输管道维抢修预警分级响应体系

Grading response system for repair and warning of long-distance oil and gas pipeline

  • 摘要: 为增强管道区域化保驾和应急响应能力,做到快速响应、有效控制和妥善尽处理管道事故,针对油气长输管道维抢修预警响应体系进行了研究。按照管道事件的严重性和紧急程度,将管道事件的预警信号分为3级,依次为黄色、橙色和红色,制定了相应的响应要求。提出了从维抢修资源准备,到预警发布、分级响应的体系方法,并通过油气管道气象与地质灾害预警分级响应案例,验证了该体系方法的可行性和实用性。

     

    Abstract: By development research of warning response technology at home and abroad, and combined with analysis of warning response cases of meteorological and geological disasters in inland long-distance oil and gas pipelines, a series of methods in resources preparation of repair, warning issue and grading response are proposed. Warning signals are divided by the method into three levels based on severity and emergency degree of long-distance oil and gas pipeline events, namely yellow, orange and red, and appropriate warning response requirements are developed. In the paper, warning technology is integrated into the repair system to further improve enterprise's emergency response capacity.
