国内外管道企业标准体系建设现状与思考

Status quo and thinking of pipeline enterprise standard system construction at home and abroad

  • 摘要: 评述了苏联的“综合标准化”思想和应用,西方发达国家石油企业标准体系的建设情况,以及国内管道企业标准体系建设存在的根本问题。分析认为:西方国家的企业基于实际需求自主建立内部标准手册的方式最为科学有效,苏联的“综合标准化”方法有利于标准的协调性和完整性,而国内企业标准体系建设仅局限于建设粗放型的“标准集合”,在理念和方法上落后于世界先进水平。建议从决策层面考虑体制机制的革新,学习西方模式,引导企业根据实际需求和最佳效益目标,自主建立和执行与生产管理环节紧密相关的核心标准体系。

     

    Abstract: The "comprehensive standardization" idea and its applications in the former Soviet Union, standard system construction of petroleum enterprises in Western developed countries and fundamental problems in the standard system construction of domestic pipeline enterprises are described. It is thought after analysis that the method that the internal standard manuals independently set up based on actual needs in the enterprises of Western countries is the most scientific and effective. The former Soviet Union's "comprehensive standardized" method is in favor of standard coordination and integrity, while domestic enterprise standard system construction is only limited to the extensive "standard integration" and behind the world's advanced level of concepts and methods. It is recommended to consider innovation of institutional mechanisms from decision-making level, learn Western models and guide enterprises to independently build and perform core standard systems close to production management based on actual needs and optimal efficiency goals.
