Abstract:
The "comprehensive standardization" idea and its applications in the former Soviet Union, standard system construction of petroleum enterprises in Western developed countries and fundamental problems in the standard system construction of domestic pipeline enterprises are described. It is thought after analysis that the method that the internal standard manuals independently set up based on actual needs in the enterprises of Western countries is the most scientific and effective. The former Soviet Union's "comprehensive standardized" method is in favor of standard coordination and integrity, while domestic enterprise standard system construction is only limited to the extensive "standard integration" and behind the world's advanced level of concepts and methods. It is recommended to consider innovation of institutional mechanisms from decision-making level, learn Western models and guide enterprises to independently build and perform core standard systems close to production management based on actual needs and optimal efficiency goals.
