  • 摘要: 为保证所辖油气管道的运行安全,中国石油管道公司持续推行完整性管理,对在役管道实施风险评价。肯特法是目前使用最广的半定量管道风险评价方法。针对国内管道的实际情况,对肯特法加以改进,对腐蚀指标、制造和施工缺陷、土体移动、误操作、泄漏影响系数等指标进行调整,提高了其对国内管道的适用性。采用改进后的肯特法,确定了所辖管道的高风险管段,汇总后统一排序,针对性地提出风险减缓建议措施,进行立项治理,包括管理、检测与修复、地质灾害治理和其他4种类型。同时,通过风险排序确定项目投资的优先级,提高了费用分配的科学性和管道运行的安全性。

     

    Abstract: In order to assure the safety of oil and pipelines, PetroChina Pipeline Company implements the pipeline integrity management to carry out the pipeline risk assessment. Kent's is a semi-quantitative risk assessment method worldwidely used. It's improved according to the inland condition. Some assessment indexes in corrosion, manufacture and construction, earth movement, maloperation and leak impact have been changed. Then the high risk pipeline segments are screened successfully by the improved methods. Finally the high risk pipeline segments are ranked and corresponding mitigation measures suggestion are provided. The measures are divided into management, inspection, hydrology project and others. PetroChina prioritizes the budget of projects by the risk management, so the effectiveness is improved and the pipeline safety is increased.
