油罐内作业事故的应急救援措施

Emergency Rescue Measures of the Maintenance Accidents Within Oil Tank

  • 摘要: 油罐内作业在油罐的清洗、检修、防腐、工艺检查等方面都有涉及, 是一种风险性较高的作业。油罐内作业的危险性源于4个方面: 缺氧、有毒气体、易燃可燃气体和作业伤害; 其事故特点包括: 事故类型多、事故诱因多、遇险人员自救难、救援难度大、易发生次生事故等。为科学、安全、有效地实施油罐内作业事故的应急救援措施, 应提前制定缜密的事故应急预案, 发生事故及时报警, 准确掌握事故现场的情况并认真进行救援作业前的必要检测, 及时实施罐内通风和供氧, 正确选用救生器材和使用救援方法, 同时做好救援人员的安全防护, 并防止遇险人员遭遇二次伤害。

     

    Abstract: Maintenance work within oil tank is necessary during oil tank cleaning, test, anticorrosion, and process examination etc.Therefore it is a high risk job.The risk of maintenance work within the oil tank originates from four aspects:hypoxic, toxic gases.flammable gases and job injuries.The features of this kind of accident are consisted of different types, complicated causes, very difficult to self-rescue in distressed condition, hardly possible in rescue, more prone to a secondary accident.In order to ensure scientific, safe and effective implementation of emergency rescue for the maintenance accidents within oil tank, careful emergency response plan should be made in advance.It should set the warning on immediately after accidents;accurately control the situation of the field accident and carefully carry out necessary testing before rescue operation;carry out ventilation and oxygen supplementary within tank:correctly select rescue equipments and fulfill the right rescue means;at the same time protect the rescue crew well and prevent person suffering secondary damage in distress.
