日照-仪征原油管道安全设施风险分析

Risk Analysis of Safety Facilities of in Rizhao-Yizheng Crude Oil Pipeline

  • 摘要: 以日照-仪征原油管道和配套工程为例, 对原油管道在安全设施设计后的主要风险状况进行了安全预评价: 日照输油站、中间站、仪征输油站以及站场所有评价单元的危险等级均为Ⅲ级, 即低度危险; 金集阀室-仪征输油站管段大部分处于高度风险区域, 其余管段均处于中度风险区域。根据风险评价结果, 给出了相应的控制措施, 对采购、施工、投产、运营等环节提出了工作建议, 以期将管道整体的安全风险降到可以接受的程度。

     

    Abstract: Taking Rizhao-Yizheng Crude Oil Pipeline and its auxiliary projects as an example, safety pre-assessment on its main risk conditions is executed for the designed pipeline: the hazard levels in Rizhao Pump Station, intermediate station, Yizheng Pump Station and all assessed units in stations are Grade Ⅲ, which belong to the lower risk levels; the risk in most of pipe sections in Jinji Valve Chamber-Yizheng Pump Station is in high risk areas, while the risk of other pipe sections is in moderate risk areas, Based on the results of risk assessment, the corresponding control measures are proposed, recommendations are made from procurement, construction, commissioning, operation and other aspects of work, aiming at lowering the overall safety risk of the pipeline to an acceptable level of risk.
