输油气站场“人—机”工程原理和3E原则

Man-Machine System and 3-E Principle Applied in Oil and Gas Pipeline Stations

  • 摘要: 概述了安全“人—机”工程原理, 指出了针对事故突发时人的不安全行为宜采取的工程技术、教育和法制的3E原则。通过对雷击高发区老城站的工艺流程分析, 由3E原则在老城站“人—机”系统中的应用实践, 表明“人—机”系统与3E原则在输油气站场可以形成一个良性闭环管理系统, 能达到有效保证输油场站安全运行管理的目的。

     

    Abstract: Conception of man-machine system (man-machinery or man-semimachinery system and man-machine system with automation control) and 3-E Principle (Engineering, Education, Enforcement) is described.Implement manner of 3-E Principle in emergency accident induced from man's unsafe behavior is given.An actual case provided in Laocheng Gas Compressor Station, Hainan Province proves that effective application of man-machine system and 3-E principle can form a benign loop management system, which can strongly ensure safe operation management for the oil pump station and gas compressor station.
