Abstract: Detail risk analysis on tank cleaning-up operation is made with PHA method. It is pointed out that the unsafe behavior from human, unsafe state from equipments, imperfect management and unfavored operating condition are important factors which result in human injury, property loss and environment pollution. Authors propose seven relevant safety control measures in the paper.
