Abstract: In allusion to urgent situation of safety petroleum supply in China combined with China' s situation, the ways to build and perfect China' s strategic petroleum reserves are presented in the paper in four issues to be resolved in establishing and perfecting petroleum reserves system, quickly formulating petroleum reserves law, strengthening strategic deterrent and anti-risk capability of strategic petroleum reserves, increasing living and self-protection ability of oil products reserves, and measures and approaches in In allusion to urgent situation of safety petroleum supply in China combined with China' s situation, the ways to build and perfect China' s strategic petroleum reserves are presented in the paper in four issues to be resolved in establishing and perfecting petroleum reserves system, quickly formulating petroleum reserves law, strengthening strategic deterrent and anti-risk capability of strategic petroleum reserves, increasing living and self-protection ability of oil products reserves, and measures and approaches in constituting strategic petroleum reserve are put forward as well.
