全球油气管道完整性技术与管理的最新进展——中国管道完整性管理的发展对策

The World Oil & Gas Pipeline Integrity Management and Technology Latest Development and Chinese Pipeline Countermeasure

  • 摘要: 油气管道的安全是我国石油质量、安全、健康、环境方针的重要内容,如何保证管道的安全,使新管道无事故运行、老管道在生命周期内继续安全运行,这是管道管理者面临的重要课题。概述了世界各国(欧洲、北美、东南亚、澳洲)管道完整性管理的进展以及国内外完整性技术发展的现状,重点介绍了管道完整性检测技术、评估技术、风险评价技术、修复技术、管道地理信息系统GIS和完整性管理标准体系的国内外进展。认为我国管道完整性管理引进和实施需要结合我国管道的国情,推荐对策是将管道的完整性管理实施划分为含缺陷(内部缺陷和外部缺陷)管道本体、管道地质灾害与周边环境、外防腐层及防腐有效性和站场及设施四个部分实施,建立和完善自身的完整性管理体系、完整性技术体系,以及建立管道数据管理平台。

     

    Abstract: The safety of oil and gas pipeline is very important for Quality, Healthy, Safety and Environment (QHSE) policy of PetroChina. How to ensure the safety of pipeline, how to prevent new pipeline from incident and how to make the old pipeline be continually safety operation is a big problem for the pipeline company. This paper discusses the worldwide (Europe, North American, Southeast Asia and Australia) pipeline integrity management and pipeline integrity technology development, mainly introduces the pipeline integrity technology development, including the inspection technology, evaluation technology, risk management technology, maintenance technology, geography information system (GIS) technology and pipeline integrity standard system. The authors consider that the pipeline integrity management theory and technology from overseas should be integrated with China pipelines' status quo. The recommendation countermeasure is to divide the pipeline integrity management application to four divisions: (1) the main pipeline with defects: (2) geological disaster and pipelines' environment: (3) pipeline external coating and its validity: (4) stations and its facilities. And next step is to set up and improve the pipeline integrity management system and pipeline integrity technology, and establish the pipeline data management platform. This will be the effective model for Chinese pipeline integrity management.
