Abstract: The energy resources' shortage status quo in China is analyzed in this paper. To solve the energy resources problem in China, the author presents effective measures including still further developing domestic oilfields and gas fields, taking an active part in developing foreign petroleum resources and importing the oil on the multi-channel way as well as tapping latent power in energy resources saving. To evade the risk of petroleum resources, the article describes the importance and necessity to construct the State Oil Strategic Reserves started from three aspects and gives the concrete steps to construct the State Oil Strategic Reserves.
